Why was the League of Nations formed?

On the 25 March 1919 David Lloyd George (UK) issued the
Fontainebleau Memorandum. This document stated British support for the League

This plan was made to resolve the issue of WWI reparations that Germany had to pay.
Kellogg-Briand Pact 27th August 1928 - in effect - 24th July 1929:
To prevent another war from occurring. It was one of many international efforts to prevent war.

In 1925 Greek soldiers invaded Bulgaria
The League ordered them to withdraw their troops and pay compensation.
Britain and France drew up the Geneva Protocol in 1924, it sated that if there was a dispute between two nations, the League should settle the issue
BUT the Conservative party in Britain refused to sign the agreement and the League was weakened as a result.
