What is the function of the Transport Layer?

Transport layer standards govern aspects of an internet end-to-end communication between two end hosts that are not handled by the internet layer, including reliability and application message fragmentation. These standards allow hosts to work together even if the two computers are from different vendors or have different internal designs.
