Procedures for abatement of junked vehicles must:

1) Prohibit a veh from being reconstructed/made operable after removal 2) require notice be sent to the owner before removal 3) procedures must be completed by regular salaried full time employees of the municipality 4) upon receipt of notice of removal of a motor veh the dept shall immediately cancel the certificate of title.
