Question:
If a country does not apply its law in an extra-territorial way (i.e. also outside its territory), then this could be seen as a safety-valve for the minority of people in a country that disagree with the decision taken by the majority in a country (i.e. the value of democracy), as they at least have the possibility to seek this treatment elsewhere, without being punished back home.
