Define ordinance.

The president is empowered to promulgate an ordinance when the Parliament is not in session. An ordinance has the same effect as an act. The ordinance must be put up before the Parliament. It ceases to operate after 6 weeks from Parliament reassembly. It may become an act if the Parliament approves of the ordinance.
